
District VII Coaching Policy

All second year in house coaches
(Div. 4) must obtain an “F” coaching license. This would apply to all
District VII leagues.
Note: District VII strongly suggests
that all first year CYSA coaches take the Pre-F course.
All adult passes processed for
District Playing League rosters must meet the following requirements:

U-11 through U-12 must have an “F”
coaching license.

U-13 through U-14 must have an “E”
coaching license.

U-15 through U-19 must have an E/D
(District D) coaching license.
All first year coaches entering at the
U-13 or above level must obtain an “F” coaching license. An “E” license must
be obtained for their second year and they will be required to obtain an
“E/D” for their third year at the U-15 and above level.
Justification: The CYSA coaching
curriculum is designed to teach the appropriate skills at a rate that is
compatible to the age and skill level of the players.
The “F” course provides coaches with a
concrete training routine that encourages the technical development of
younger players. Basic 1v1 attacking skills and 1v1 defending skills are
taught at this level.
The “E” coaching curriculum teaches first
and second attacker and first and second defender principles.
The U-15 and above level coaches should
be introducing group attacking and group defending tactics that are
introduced in the “E/D” course.
The higher the
quality of soccer education we can offer our players, the higher the quality
of players we will produce.


PIM 99-2 (Rev.
01/06) CYSA GUEST PLAYER POLICY
For
the entire CYSA Calendar year, CYSA tournaments shall be
allowed to accept teams with no more than seven (7) guest players. The
decision to include teams with guest players in any CYSA Tournament
is solely at the discretion of the tournament. Every tournament has the
responsibility to establish a policy regarding the participation of teams
with guest players in their tournament. The policy must be stated in their
invitation letter and rules for each tournament calendar year.
CYSA teams may not exceed seven (7) guest players for any single event
or exceed eighteen (18) players playing in the event. Team rosters
(goldenrods) may never exceed 18 players. The CYSA Guest Player
Roster Addendum will be used to show guest players whenever a team wants
to use guest players for CYSA-sanctioned tournaments. The
combination of players on a goldenrod who are active for the tournament
and the CYSA Guest Player Roster Addendum (up to seven (7)) players
may not exceed eighteen (18) players.
Examples:
Guest Players may be from teams in any CYSA District. For each
guest player, a single CYSA Guest Player form must be completed for
each player and must have all the appropriate signatures. Guest Players must use credentials from the same season as
those being used by the team with which they are playing as a guest
player.
GUEST PLAYERS
MUST PARTICIPATE WITH A TEAM IN THE SAME OR HIGHER DIVISION THAN IS
INDICATED ON THEIR MEMBER PASS.
Guest Players for Out Of State / Out of United States Play
The
maximum number of guest players allowed will be determined from official
rules or policies of the tournament. In no instance may the number of
guest players on the CYSA Official Travel Roster exceed seven (7)
players.
Teams traveling outside of CYSA-N jurisdiction to play in an
out-of-state, US Youth Soccer-sanctioned tournament may add guest players
to their CYSA Office Travel Roster (blue). The CYSA Official
Travel Roster, which limits teams to a maximum of 18 players, must be
completed to indicate which players are guest players (3:09:01.)

District 7 Outreach Funding
Policy
As all of you know we have funds available
through our CYSA Budget for player assistance. These funds can be used for
registration of players, uniforms, and equipment for new or current programs
that are in need. While this fund is primarily designed for the recreational
players it by no means excludes the competitive player. However, it is not
used for tournament fees, warm-ups, equipment bags, etc.
I would like nothing better than to see these
funds to be used to develop programs in low-income areas. Our goal should be
to make it possible for any child to play soccer. Some leagues are not
utilizing funds available.
I would like to remind you of the procedures
that need to be followed when requesting the funds. If it is reimbursement
for player fees then a list of the player’s names, the amount waived and a
breakdown of the amount MUST be provided. Depending on the number of
requests it may not be possible to give you the total amount of your
request. If you are starting up a new program and do not have the player’s
names and need the funds to start out, then an itemized budget is necessary
and the back-up documentation will need to be turned in later. This must be
done on LEAGUE LETTERHEAD and signed by the League President.
